Dwemer Armor is a full set of heavy armor, and one guard in Ald'ruhn's Venim Manor is wearing all of it. His name is Bevadar Bels, he's level 19, and the manor is full of people you don't want to anger. This guide covers the stats, the route, and how to get him to attack you without starting a brawl.

Overview
Dwemer Armor is heavy armor, and it's one of six complete heavy sets in the base game. You get a helmet, cuirass, two pauldrons, two bracers, greaves, boots and a shield. I think it looks very cool. Its appearance is unique, and no other set in Morrowind looks anything like it.
The protection is modest. Every piece rates 20, which beats Steel (15) and Imperial Steel (16) but is nowhere near Ebony at 60.
One warning before you go in. The man in Ebony armor in Venim Manor is Bolvyn Venim, the Archmaster of House Redoran. Don't attack him or kill him. He's part of the main quest to become Redoran's Hortator, and killing him turns the Redoran councilors against you.
Quick Reference
Stats from UESP's Dwemer Armor page.
Where to Get It
The whole set is on one guard, Bevadar Bels, in the private quarters of Venim Manor in Ald'ruhn. You have to fight him for it.
Getting to Ald'ruhn
If you've never been, take the Silt Strider from Balmora. Then head to the Manor District, in the northernmost part of town.

Finding Venim Manor
Once you're inside the Manor District, head straight and make your first right. You'll pass the door to the Morag Tong Guildhall. Make another right and enter Venim Manor.
Many of the guards inside are wearing full or nearly full sets of Dwemer armor. Only one of them has the shield too.
Finding Bevadar Bels
The guard you want is in the manor's private quarters. His name is Bevadar Bels, and he's the one with the full set and the shield. UESP lists him as a level 19 Crusader.
Bolvyn Venim is in the private quarters too. That's the man in Ebony armor from the warning above. Keep your hands off him. UESP's Venim Manor page has the layout.

Getting Him to Fight You
You need Bevadar to attack you without dragging everyone else in the room into it. The way to do that is to taunt him, over and over. After enough tries he'll attack. It took me about 30.
The Fight
He's fairly strong, and his gear is good, so expect a tough fight. If you have a decent build and you're around level 5 or 6, you should be able to take him down without too much difficulty.
The Loot
Once he's down, loot the body. He's carrying the full set of Dwemer armor, including the shield, plus an extravagant shirt, belt and gloves and a silver longsword.

Who It's For / Tips & Things to Know
Best for: Heavy armor builds that want an unusual look and a full set early. It's not a late-game set, but it will carry you through the mid-game.
Armor rating context: At 20 per piece, Dwemer sits above Steel (15) and Imperial Steel (16) and far below Ebony (60). The full set weighs 118, and the cuirass (30), boots (20) and greaves (18) are the heaviest pieces.
Enchanting: The shield has the best capacity at 50, then the helm at 25, then the cuirass and bracers at 20 each. The pauldrons and greaves are poor enchanting slots.
Keeping the fight clean: UESP says most of Venim Manor's occupants aren't House Redoran members, so killing them won't bring the House down on you. The city guards might not be as forgiving, so keep it contained.
Other sources: Dwemer armor is also common in Dwemer ruins, according to UESP. Bevadar is the shortcut to a full set with the shield.
